Finally, I have figured out how to flat fold the Cosco high chair and I thought I would share, in order to save someone else the grief.
On either side of the back of the chair are two plastic pieces, that look like they serve no purpose. They are cured at the bottom, to hold your finger. Place your fingers on the bottom of these two pieces and pull up.
Magically, the chair will fold. Best to do it with the tray removed. You can also easily remove the foot rest to get a flatter fold, so that the chair fits into a smaller space.
